Sheila Greenbaum is a highly regarded practitioner in administrative law, appellate law and civil litigation and government law. A shareholder at Capes, Sokol, Goodman & Sarachan, P.C., she practices in the full spectrum of the firm’s practice groups with a special focus on:
- Administrative Law & Government Relations
- Litigation
Ms. Greenbaum represents individuals, businesses and nonprofits in state and federal appellate matters, complex civil litigation and governmental program and agency matters. She has been admitted to practice before the U.S. Supreme Court and all Missouri state and federal courts.
Ms. Greenbaum counsels businesses and nonprofit corporations on licensing and regulatory requirements and represents them before administrative bodies. She also advises businesses on employment law and personnel issues, including best practices to prevent claims through workplace personnel policies and employment handbooks and provides representation if they are named in a charge. In addition, Ms. Greenbaum advises health care organizations on HIPAA issues.
Prior to joining the firm in 2004, Ms. Greenbaum focused her practice exclusively in the public sector. She accumulated extensive knowledge of state and federal agency law over the course of nearly 30 years with the federal government in such roles as:
- Presiding Official/Attorney-Examiner, U.S. Merit Systems Protection Board
- Chief Regional Attorney for Region VII, U.S. Department of Education
- Chief Regional Civil Rights Attorney, U.S. Department of Health, Education & Welfare
Immediately following Ms. Greenbaum’s tenure with the federal government, she was named attorney staff director with the Eighth Circuit Court of Appeals. In addition, she has served as director of legal research and writing at Saint Louis University School of Law and as the Democratic director of the Board of Elections in the City of St. Louis. Earlier in her career, she also served as staff counsel for the American Civil Liberties Union (ACLU) affiliate in Western Missouri and was Of Counsel at The Law Offices of Arthur A. Benson.
Ms. Greenbaum is a member of the board for the St. Louis affiliate of the ACLU. She is the immediate past president of the Jewish Federation of St. Louis. She also serves on a committee for the Mildred Lane Kemper Art Museum on the campus of Washington University in St. Louis.
